Housing Policies

Santa Cruz needs to address the housing crisis by using every tool in our belt. This means a combination of large apartment complexes, additional dwelling units (ADUs), and housing duplexes and triplexes.

This can be done through five principle strategies;

Increase small home-owner initiated solutions to our housing crisis with ADUs. Vote Gabriella Noack for District 6 City Council.

1. Streamline the Permitting Process for ADUs

Gabriella aims to streamline the permitting process process for ADUs through the creation of a district commission charged with responsibility for allocating permits to property owners seeking to build ADUs. This commission will educate property owners on ADU building requirements, provide contacts for local contractors who can provide services to meet said requirements, and oversee permitting processes with the end goal of making ADU building more accessible for everyday Santa Cruz homeowners. 

2. Lowering restrictions for ADU requirements

The codes currently enforced by the Santa Cruz County Department of Community Development and Infrastructure severely limits property owners from being able to rent out their accessory buildings as ADUs.

Lowering these requirements will create more incentive to re-vamp pre-existing structures and/or create new structures for residential use. This will also serve as a financial relief by providing more small home-owner initiated solutions to our housing crisis rather than solely relying on large corporate development projects.

3. Subsidizing the construction of ADUs

Santa Cruz housing policy should be incentivizing the building of ADUs to be rented at rates affordable to low-income and middle- income renters through construction subsidies. Bi-annual, localized housing market studies will inform what price ADUs will be rented for a minimum of five years at in order to be eligible for building subsidies. This will increase accessibility for Santa Cruz property owners to take part in addressing the local housing crisis in a way that is economically beneficial for both renters and local landlords.

4. Re-Zoning 

Re-zoning areas in the West Side of Santa Cruz that are restricted by single family zoning requirements will allow for housing solutions such as duplexes and triplexes that create opportunity for localized building projects. Prioritizing Duplexes and Triplexes increases access to housing while putting less pressure on city infrastructure and reducing traffic congestion by spreading out commuter routes.

5. Convert vacant commercial spaces for housing

This will utilize pre-existing structures in Santa Cruz to reduce waste in new housing construction projects. We must increase housing options without further sacrificing district 6’s undeveloped green spaces and neighborhood charm.
